Texmex: OSI approved and Stallman approved (which I believe the original poster is referring to) are two very distinct things. OSI approved licenses have nothing to do with the "four freedoms" that Woodsman asked about.

Stallman approved licenses: http://www.gnu.org/licenses/license-list.html

WTFPL is not listed there either, curiously.
