Multiple file/group permission questions

Anyone know of a good resource to find which groups a user needs to be in to execute certain commands/programs.

I'm sure there will be more, but I need the ability to run ifconfig and iwconfig as a non-root user.

You can run ifconfig with any user, it's just not on the path by default, instead you've to write: /sbin/ifconfig
I don't know about iwconfig but I guess it should be the same.

there is also sudo which lets you give a user some certain root privileges or programs that he could start
