This is my fstab file:

In my new user account, I still can't use cdrom.

Add this to it...

/dev/fd0         /mnt/floppy      auto        noauto,user                0   0
This assumes your floppy drive /dev/fd0, which it likely is, and that you want it mounted in /mnt/floppy. You'll need to make /mnt/floppy directory if it's not already there. A normal user should then be able to run either "mount /mnt/floppy" or "mount /dev/fd0" and mount the drive. You could also do a symlink to /dev/fd0 using a more familiar name like /dev/floppy if you wanted.

BTW, here's what my fstab has for the cdrom:
