Giving a user CPU preference

Here is my scenario: SLES 10 running http + mysql. I would like to be able to set a user who logs on to get any CPU time required for any task issued by this user, such as a compile. So the web server/database would be degraded if this happens, which is fine. I want the user to get all resources available (accept for taking away from vital system resources). Where would I even begin to look? Thanks in advance!

You could always renice the non-essential background processes, possibly even create a startup script to do this.
