Thanks for your suggestions, but after the chmod, I actually re-booted the machine, but found no change in the situation. I was mulling over the suggestion about udev affecting the issue. One problem I have with that, is that after all scripts end, I can assign an address to eth0 using the command ifconfig eth0 192.168.0.10, and everything will work without a problem. If udev were re-naming eth0 to something else, such as eth1, the command would have failed.

Out of ideas. based on the description, things should be working.
Obviously some crucial detail is missing from the narrative.

Check also with dmesg if your eth0 is renamed when booting:

I should have mentioned that I HAD checked dmesg which referenced eth0.
