What wrong with Debian: Perl errorś all the time

Hi,
Since some weeks I have perls errors on all my debian 10 systems (Including some ubuntu systems):
In a sudo apt upgrade:

apt-listchanges: Can't set locale; make sure $LC_* and $LANG are correct!

perl: warning: Please check that your locale settings:
LANGUAGE = (unset),
LC_ALL = (unset),

LC_MEASUREMENT = "en_NL.UTF-8",
LANG = "en_US.UTF-8"
are supported and installed on your system.

Searching for a solutions no succes to get the problem solved. the problem is persistent.

Any real solution is appreciated.

Your LC_MEASUREMENT looks incorrect. Try setting it to en_US or nl_NL.

Or perhaps the Dutch locale is not installed? If so, set the above variables to C and try again.
Or generate the Dutch locale with dpkg-reconfigure locales.
