Why Redhat use so many memory?

Hi,
i am a new Linuxuser with Redhat9.0 .
Everytime the system is booted, about 90MB Memory is used ( i have switched off lots of services). Then the used memory increases continuously during the operation.
I want to know why almost no memory is freed? Why Redhat use some many memory?

thanks!
