telnet port not open


i am trying to telnet my local machine using tenet but it says Connection refused.i have checked my xinetd.conf file and it HAS 'disable=no ' line in it.after that i have restarted my xinetd and the result is
Stopping xinetd [FAILED]
Starting xinetd [OK]
when i telnet to local machine again i again get connection refused message.
then i tried :
nmap -sT -sU -p 1-50
it did show ftp and tftp port as open but didn't show telnet port.
so i again restarted xinetd service.Again stopping failed and start was OK but it could not open the TELNET PORT.
Can u suggest what can be the possible problem with my telnet and if what i have guessed is right(that my telnet port is not opening up),how do i open my telnet port?

Not sure how it works w/ RedHat, but somewhere in your xinetd.conf (same as inetd.conf in other distributions?) you should see a line like the following:

telnet stream tcp nowait root /usr/sbin/tcpd in.telnetd

If you do have a line like that, is it commented out?

If you type Lokkit in the terminal does the firewall configuration program load? Which version of Redhat are you running?
