Service groups remain in disabled status on a Luci cluster

Hello everyone,

I was setting up on Redhat a cluster using luci and ricci. On the first server I have the admin and node1. On the second server I have node2. Both nodes are part of the cluster. I created an ip resource and tested on each server its adition to the network interface on both servers with:
rg_test test /etc/cluster/cluster.conf start service servicename

The problem is that the Service Group stays in Disabled mode no matter how many times I tried to start it in all the different ways. No errors on /var/log/luci/luci.log or /var/log/message.
I am posting the content of /etc/cluster/cluster.conf

<?xml version="1.0"?>
<cluster config_version="46" name="cluster1">
<clusternodes>
<clusternode name="server1" nodeid="1">
<fence>
<method name="Metoda1">
<device domain="10.50.26" name="fence1"/>
</method>
</fence>
</clusternode>
<clusternode name="server2" nodeid="2">
<fence>
<method name="Metoda1">
<device domain="10.50.26" name="fence1"/>
</method>
</fence>
</clusternode>
</clusternodes>
<cman expected_votes="1" two_node="1"/>
<rm>
<failoverdomains>
<failoverdomain name="failover1" ordered="1">
<failoverdomainnode name="server1" priority="2"/>
<failoverdomainnode name="server2" priority="1"/>
</failoverdomain>
</failoverdomains>
<resources>
<ip address="10.50.26.230"/>
<mysql config_file="/etc/my.cnf" listen_address="10.50.26.230" name="mysql1" shutdown_wait="0" startup_wait="0"/>
<ip address="10.50.26.231" sleeptime="10"/>
</resources>
<service domain="failover1" exclusive="1" name="webster" recovery="relocate">
<ip ref="10.50.26.230"/>
</service>
<service domain="failover-uru" name="webby" recovery="relocate">
<ip ref="10.50.26.231">
<mysql ref="mysql1"/>
</ip>
</service>
</rm>
<fencedevices>
<fencedevice agent="fence_xvm" name="fence1"/>
</fencedevices>
</cluster>

Thanks in advance for the help

There is actually an error:

fenced[40881]: cman_get_cluster error -1 112

What may be the problem?
