No idea, since you don't tell us what command(s) you're using, how you entered them, or where you created the directory. Without details, there's nothing we can tell you. And what makes you think the permissions haven't changed?
Do an "ls -l /your/directory" and post the results. Post the command you're entering to change permissions. Read the man pages on chmod and chown.
