Hyperthreading Working?

I have a P4 with Hyperthreading running smp kernel of thre free version of Redhat 9.0. When I run ksim or other processor monitors they show cpu0 in the normal fluctuating percentages. However cpu1 is always zero. Does this mean that ht is not being utilized? I don't notice much of a difference from smp w/ ht enabled vs up w/ ht disabled. If I am not utilizing ht then what can I do to be able to?

patch?

new distro?
