There's a 2.4.6 kernel? Who knew? I thought the 2.4 series was at 2.4.25 or so, but then I'm not keping up with the 2.4 series anymore.
Don't know about the network service (as I don't know how your network is set up), but for the mouse thing, open the XFree86 configuration file as root (the file is either /etc/X11/XF86Config, /etc/XF86Config, /etc/X11/XF86Config-4, or /etc/XF86Config-4-- do a locate XF86Config to find out which; sorry don't remember where RH 9 kept it)-- and change the mouse device from /dev/psaux to /dev/mouse.
At least, that's what worked for me when I first upgraded to the 2.6 series kernel, as long as you also have a PS/2 mouse. If you have a USB mouse, I can't help you, sorry.
You might want to give more information about what kind of mouse you have, how your network is set up, and just what isn't working on the network (can you no longer see network shared files, or can you no longer connect to the Internet through a LAN or what?), so that you could receive more useful help.
