Disable CPU throttling on RHEL 5

I am installing ATLAS 3.8.0 which requires disabling CPU throttling.

http://math-atlas.sourceforge.net/atlas_install/

Hardware:
IBM p590 system (PPC64)

OS:
RHEL 5

Cannot do it through BIOS as the machine does _not_ have a common BIOS for partitions.

Tried to manipulate the file
/proc/acpi/processor/CPU/throttling

but it does not exist.

I also tried the command cpufreq-selector but it doesn't work. The following 2 lines are the screen dump.
[root@star4 cpu0]# cpufreq-selector -c 4 -g performance
No cpufreq support

Any clue?

Thank you!

Use cpufreq-selector

Ykwok:

To turn off CPU Throttling run:
[u@h:w] $ /usr/bin/cpufreq-selector -g performance

To keep it turned off you may want to keep it in the local startup scripts. I control it though
environment modules which turns off cpu throttling when I run atlas+scpipy+python on multi thread applications.

Francis.
