writing c code for getting stats from a network card


hey all.
i have a wireless card, and i want to write a c program to get statistics on this card. well, actually, wireless card dont make a difference.
i would ideally like to see how things work on this - like what is going on when it is connected - and i dont want to use any tools per se.
i was thinking of having threads controlling the exec of the program i want to write - like one gets the output of a scan of access points, one shows me the packets being transferred ....

can someone tell me where i should start? like, for instance, what i should be scannning, or what libraries i should be using?

is there a way to have a code which will run on any machine that will scan the ports and say that a particular port is the one used for connecting to a net or something? like if i write code to run on a laptop, and have it do the same on say, a pda, or a desktop with different network cards - it should be able to return the stats for a network card it finds by scanning?
im confused, arent i? :P
