I think if you want to use Ruby in this fashion, you need to use RoR. Just because you don't need a DB doesn't void RoR. AFAIK, there are no other mature products to deliver what you want.
You should use the tools that makes sense. Limiting yourself to Ruby only for the sake of Ruby is just nonsense. The Google Web Toolkit looks like a great package to checkout for the UI portion if you're that adamant about avoiding Rails.
