Want to create a floating timing bar...

I am using RH fedora core 3 with the gnome desktop. I want to create a floating timing bar with a logout button. I would like the bar to display a time countdown.

What is the best language to use to do this? Python? C? something else?

It's pretty much language-independent (and therefor python is the best choice )--what's more important is what widget-kit you use (GTK, QT, wxWindows/-Widgets/-Python, xaw3d, TKinter, ...). I think GTK hits the best balance of portability (dos, *nix & (iirc) old-mac), looking-good-'ity and ease-of-programming-'ity.
