vim tab key

I am using vim 6.3. Whenever I am in insert mode, the tab key indents in all files except php.

This is a real irritation for someone learning programming so any solution would be greatly appreciated.

type :set ts=4

This didn't and will not work. Tab DOES WORK on plain text, c, css, html, etc. Just not php.

I finally found the solution. Since another user did not have the same issue, I knew the problem must be something in my .vim directory. So I moved each plugin until I found that it was one in the ~/.vim/ftplugin directory which was an html directory containing HTML.vim. Now all works.
