time-stamp hook in emacs24 not working


I have just started to use emacs.

I am trying to get the time-stamp function to work.

Here is what I have inside ~/.emacs:
(add-hook 'before-save-hook 'time-stamp)

My text file contains just: time-stamp: <>

Another file (.html) contains:

Code:
<!DOCTYPE html>

<!- time-stamp: " " ->
 ....... 

<form method="POST" action="<?php echo $SCRIPT_NAME ?>">

<input type="password" name="Password" size="12">

</form> ......
When files are opened the "time-stamp" has not functioned.

Thanks for help in fixing this.

Try Time-stamp: <>

Note that if you put it on before-save-hook, it operates when you save, not when you open the file.
