CODEC in C++

I am writing some Client Server app. From a server i want to send live video to the client and client has to play that video. As Windows Media Player do this by buffering or streaming. Can anybody tell me how i send that live vedio to the remote media player so that it can play it. What protocol is followed by media player???

OR

Can anybody guide me if i want to write an interface to installed codecs. Like i have installed codecs for MPEG4, how can i write an interface for these codecs, or you can say that i want to write my owm Media Player over those codecs.
Thanks in advance.
