standard library for graphics


I'm searching for a standard library for graphics. I want to change e.g. the brightness of an image. Can someone help me?

It might help if you tell us what language you want this library for. C? Java? Python? I won't bother replying again until you state the language you are using.

I want to make a plugin for KINO. KINO is an application for video-editing. KINO is written in C and C++. The plugin must change the brightness of the video. Because brightness is (I believe) not changing the rgb with a particular amount I'm searching for a library who can do the job.
