I met the same problem? Could you please teach me how to fix?
In my case I was executing ./autogen.sh bla bla instead of ./configure. When I swiched to configure everything went well.

So, remove the directory as other script may have broken your configure script, and untar again and configure.

Code:
app # cd ..
# rm -rf app
# tar xvf app.tar.gz
# cd app/
app# ./configure <params>
Hope it helps you to solve it.

Is your question also about rpm-4.9.1.2 ?

Solution : Use a version with a valid configure script.
