Oracle "svrmgrl"

I'm a new Oracle user
I've installed Oracle 9i to my PC but I have
the book that cover only version 8.
I can't find command "svrmgrl" in Oracle_Home/bin
I want to know where is it or what program is represented.

Thanks for any suggestion!
