iOS: calling command-line utility from app

Hello,
I would like to ask if it is possible to call a command-line utility from a running app on iOS devices like iPad. The utility is a binary executable and is supposed to be included in the app package. The utility could be also open-source while the app is commercial.

Only unauthorized apps can use cli. Apple doesn't even allow emulators on their AppStore. :-( Not even if it was an Apple II emulator. >:-(
