Do you have a commercial Qt license? I think that's the only way to use Qt on Windows as a normal developer. You can cross-compile for windows with MinGW, but I don't know how Qt interfaces with it. MinGW ignores the existence of glibc; therefore, your program needs to be written in Windows-ese. DJGPP will allow you to compile using glibc for Windows, but I think that only runs on Windows itself.
