This statement is not true.
If you (manually) change the configuration file that goes with inetd (/etc/inetd.conf) you also need to manually restart the inetd process. This can be done by either restarting it from your init.d directory (./inetd restart) or giving the process a SIGHUP (kill -SIGHUP <pid of inetd>).
If your distro uses a (graphic) tool to change/restart inetd.conf/inetd it will probably be a script that does the same steps as described above.
