KDM will not stop, and making upgrades impossible

when i try to do apt-get install libc6,
I get a warning saying that kdm is still running,
ive done killall kdm, init 3, and /etc/init.d/kdm stop,
they all say that kdm is stopped, yet when i do apt-get install libc6 it still says kdm is running, then if i just go forward, i lose all my sound and network support.
Ive read a lot of similiar issues when people try apt-get upgrade, but non of the solutions i have read have worked for me, thanks for any help

drop to runlevel 3 or shut down XDM/KDM and then run apt-get.

what are the commands to do this, like how would i go about it?

and how would i close kdm and xdm,
i logged in as console, and tried the earlier listed commands to no avail
