I think I may have muddied the waters somewhat.
There are times when I download things for my Mandriva system on my Windows box. The only way to get that across to the Mandriva system is to use Winscp. Essentially, Winscp is a GUI version of scp (secure copy) that uses SSH to encrypt a connection between the boxes. Unfortunatly, you can't log in as root, so you need to have a regular user on the Linux end that you can log in as.
You have to have at LEAST ssh (all of it, not just part of it, including sshd) up and running on the Linux end or you'll get a connection refused error every time.
Winscp comes with PuTTY as well. In the putty dir, there is a program called putty-gen, which will generate a private and public key for you. I would suggest that you do this although I am not sure if winscp uses this or not.
Once you have sshd running on your linux box (do a ps -ea | grep sshd to see if this is running), fire up winscp and aim it at your linux box. If things are working right, you'll get a message box blabbing about the linux box and what it's key is. Accept that and the connection will be made.
As I said, this might be a bit muddy, so google for winscp to find the site for it and how it works.
