No. This file is a perl script and it belongs to the urpmi package.
You should uninstall urpmi and then reinstall it. You will need to get the urpmi package. This comes with the install CDs, although you can get it from the other PC.
It should look like "urpmi-4.6.24-3mdk.rpm" probably with another version.
Find the file (in the install CD, the internet or other PC). Get it to your machine and then:
"rpm -e urpmi" to remove urpmi
you may need to ignore dependencies
"rpm -Uvh <package>" to reinstall urpmi
