I know of two ways to get this error, there may be more.
First, I have had it myself due to having more than one instance of rpm open. If you have say rpmdrake open so you can visually scan what packages you have installed, then open a terminal window and issue an urpmi command, the terminal window will give you the stated error because it is locked by the first instance not being closed.
Second, I have read but not tried, if you install an rpm in a terminal window via the rpm command as oposed the urpmi, you must have root permissions prior to issueing rpm (packagename). {of course you need to be root for urpmi too, but as regular user you get a different error message than yours.}
The rpm lock, locks the program for installing rpms, not your installed rpm's themselves. This should not affect your java install, unless you are currently trying to install a new java rpm.
