Rules to reflect thread subject guidelines?

I see this forum produces a lot of threads from new members with well-intended, but generally unhelpful subjects, like "PLEASE HELP!", "Total Noob", or "Linux Problem!!". I wonder if it would be appropriate to add some guidelines for thread naming in the rules?

unfortunately, they will not have read the rules. there are clear (but short) guidelines directly next to the thread title box when you start a new thread, and even those words, less than 1 inch from where you type... are not read.
