Using Reliance Fixed Wireless & Red Hat 9 cannot connect net all the time

I am from India. I use Reliance Fixed Wireless Telephone and Red Hat 9 distribution. Presently I am connected to the net through Red Hat 9 but most of the time I am being failed. I use KPPP to connect internet. In the KPPP -->Set Up -->Modem --> Query Modem, sometime I am getting all the AT commands responds OK and if this happens I can able to connect. But sometime I cannot get any AT response and then I cannot connect to internet. During this successful and failure connection I am sure that I have not changed any parameter set to KPPP.
When Everything is going well then I am getting by pressing the "Query Modem" button as :
ATI Query

ATI : ATI 115200 OK
ATI 1 : ATI1 OK
ATI 2 : ATI2 OK
ATI 3 : ATI3 OK
ATI 4 : ATI4 OK
ATI 5 : ATI5 OK
ATI 6 : ATI6 OK
ATI 7 : ATI7 OK

and if i get the above response and then press the "connect" button in the KPPP window then i am getting a flash response in "Connecting to :" window that "Modem Ready" thereafter "Initializing Modem" and the Login Script Debug Window is showing some details and Minimizing automatically and I am entering to net.

But sometime I am not getting any response by Pressing the "Query Modem" button and in that case if i press the CONNECT button in KPPP window i am getting the same flash message that "Modem Ready" and then "Initializing Modem" but the window does not responding more and then the Login Script Debug Window remains blank and I cannot enter into the net.

some details of my connection :
Modem port : COM2 (and the Device is set in KPPP in port /dev/tty S1
Flow Control : Hardware [CRTSCTS]
Line Termination : CR/LF
Connection Speed : 115200

Baud = 115200
SetVolume =0
Dial Command = ATDT
init1 string = ATZ
init2 string= AT+CRM=1
Stupid Mode=1

Please help why this is happening.
