forbidden access on files hosted by my mandrake 10.1 linux

i have the server all set up and everything works as long as its set to the default root directory of /var/www/html, but i want to change that to /home. the only problem is, whenever i do that, every file i upload to there i cannot access. also, even if it is set to /var/www/html, i still cannot view folders as a directory, it just says forbidden. does anyone know how to change any of that?

as i read that, i figured out thats a security problem, and found a way to fix the /home directory problem, i just kept the default path /var/www/html and linked the home folders that i wanted to host there. but i still cant figure out how to view folders, can anyone help?

i also have one more question, i have a MySQL database installed, but every time i try to set up the forums it says cannot connect to the database, any suggestions there?
