You have to run wpa_supplicant before the command line tool can access it. If you run it with the '-d' switch you can watch its progress as it associates (if you add a 'K' to that switch it'll show you what gives with the key exchange). If you run it with '-Bw' instead of '-dK,' it will run as a daemon and you can interrogate it with wpa_cli.
Don't forget the other switches (especially in your case, the -c switch) along with '-D<wifidriver>' and '-i<iface>.' And you should move your .conf file to /etc for protection.
