Can't get KVM guest resolution/resizing to work on Fedora 35 host


I have Fedora 35 server edition installed and am managing via Cockpit web console. I have created a Debian guest VM and am unable to get resolution changes to take effect. They immediately revert, whether set within the Debian Settings > Display and Monitor, or using

xrander --size=size
, or changing the resolution in the VM's bios/uefi. I have installed spice-vdagent. Am I missing something else?

edit: I have also tried a few kernel parameters.

but that seems to be deprecated and no longer works. I have also tried setting

GRUB_GFXMODE
with
Code:
GRUB_GFXPAYLOAD_LINUX=keep
but that doesn't work either. Interestingly, it seems to be working for the boot environment (I guess it's just grub at this point?) But as soon as it gets to the login screen, it's stuck at default 1024x768. Adjusting window size just scales the display.
