Active-Passive with iSCSI Disks

I checked a few threads and did not find what I was looking for.

I'm trying to build a minimal linux active/passive cluster using two real hosts and a third iSCSI target. The iSCSI target hosts a quorum and an apps drive. I'm using Debian's heartbeat and other linux-ha packages.

Both node iSCSI initiators are logged into the iSCSI target. Both nodes have device paths for the iSCSI target. (/dev/sda1, /dev/sdb1)

I've got a minimal cluster up with the following haconf
$HOSTNAME IPaddr::192.168.1.4/24/eth1/192.168.1.255

#1. How do I configure haconf so sda1 and sdb1 are always controlled by the active node?

#2 /dev/sda1 is supposed to be the quorum. Is there a special haresources incantation for that?

It turns out heartbeat is no longer developed and most activity has moved to corosync.

Thanks for all of your help.
