Question ZOC as ssh client + elvis = garbled "screen"

Regardless of what terminal emulation I configure ZOC (OS/2 variant) to use, vi's output is garbled; most of itt overwrites itself on the bottom line of the terminal window (if that makes any sense).

PuTTY from Windows OTOH, behaves itself.

I suspect that something in my current termcap is tripping up ZOC, but I have no idea where to start. Any suggestions?
