Xen Vs Qemu Networking

I have Ubuntu Breezy installed and have tried to run Windows 2000 using qemu. It worked fine on Windows 2000 but not on Windows 98SE image. I used bridge and tap.
On my qemu-ifup, I have:
/sbin/ifconfig eth0 down
/sbin/ifconfig eth0 0.0.0.0 promisc up
/sbin/ifconfig tap0 0.0.0.0 promisc up
/sbin/brctl addbr br0
/sbin/brctl stp br0 off
/sbin/brctl setfd br0 1
/sbin/brctl sethello br0 1
/sbin/brctl addif br0 eth0
/sbin/brctl addif br0 tap0
/sbin/ifconfig br0 192.168.0.201 up
On my qemu-run script, I have:
qemu -net nic,macaddr=AA:AA:AA:AA:AA:AA -net tap,iface=tap0 -hda qemu.img
Does the tap work on Windows 98SE? How about xen? Is it easier to setup networking in Xen than qemu? I've previously used VMWare and I didn't have any problems using it. I hope someone can help me on this. Thanks.
