"3. Windows applications
Running Windows applications within Q4OS is possible using Wine compatibility layer. Open terminal and type "sudo aptitude update ; sudo aptitude install wine" to install Wine packages. Then type "winecfg" and let proceed user's local configuration to prepare Wine layer for running Windows executables.
If Wine packages are present and configured, download Windows application installer executable, typically "setup.exe" or similar, save to user's Documents folder. Navigate file manager to downloaded file, right mouse click on the file, from context menu choose "Open with WINE" and follow installer instructions. Windows application will be installed known way within user's profile by Wine software, shortcuts will be created in Start menu after installation. Note, although Wine is great software and some windows applications may work correctly, some will have breaking issues.

Not an end all tell all answer to wine. wine has many dependencies that may or may not be resolvable. May have to use older versions.
Wine is not a complete solution to windows nor is ReactOS. A commercial source for wine is codeweavers.
