I was going to suggest Thunderbird, but the OpenPGP support isn't there in practice. The Enigmail extension was dropped because Mozilla said it would provide built-in support for OpenPGP and too many people believed them. The rudimentary support might be enough to fool some managers in a demo but in practice it doesn't work.
(Re-)Alpine is a bit complicated for OpenPGP and requires a lot of steps each time, but is more reliable than what Thunderbird has at the moment. However, the large number of steps probably equals a loud "nope" there too.
Mutt seems to be the go to for a lot of developers. So it would warrant special attention, but I have not used it enough to say more.
