What would I use as a GUI for a user to create XML text?

I need to create 'news items' for a site that are appended to an XML file. They're all the same <title>, <body>, <author> etc, etc. I'd like to have a GUI interface that asks for the fields in a form, then formats them for XML, appends them to a file, and FTPs it to the website. I used to do a similar thing in Windows using access.

Any recomendations?

Dave
