bz2 has a better compression, the files are smaller.
But bz2 is not on all systems installed by default, on the other hand .tar.gz (or shorter .tgz) can be read even by WinZip.

To take a look inside:
tar -zxtf Name.tar.gz

To extract it where you are:
tar -xvzf Name.tar.gz

More infos by type "man tar"
or cklicking in a graphical filemanager.

Does the command "tar -xvzf" use the same for both *.tar.gz and *.tar.bz2?

for bzip file you can use:

tar -jxpf for extracting

and

tar -jtpf for listing the content

One more note: bzip2 is substantially more processor intensive: a big archive can take a great deal longer to decompress from bzip2 than it would from gzip.
