I'd say that it isn't the distro that matters the most, but your understanding of keeping it secure and up to date, expecially if you'll be providing a permanent site for a business, etc. Having said that, some are more suited to server/security-critical uses, instead of newbie-friendlyness. But all major distros should come with a properly configured apache package for you to test and learn with.
For uploading the pages you have to have server account, do you have one?
If not, i think geocities and yahoo are offering free server accounts for web page publishing. Maybe you could throw an eye on them.
You mean an editor for HTML/scripting, or a server program like Apache for running a site on a machine?
Writing a website and running a website are two very different things. The first is understanding a simple text based markup language, the second usually requires knowledge of how the internet works (DNS, TCP/IP) and securely allowing other computers to connect to yours. You could try find a free/cheap place that'll provide hosting for your site instead of use your own pc, otherwise you'll want to maybe buy a domain name if you want to have an always-on website.
Edit: Oh, and a large number of ISPs forbid running servers on your machines, eg web servers like Apache, and also your connection may not be suited to a site of any amount of traffic (upload bandwidth and latency etc).
You said you're writing your HTML in OpenOffice.org. Just try quanta and you'll see what's better (tag completition, auto tag closing, colors and much more).
