vnc connects but can do nothing

hi all
i've chrooted ubuntu armel in android and have installed ubuntu-desktop, gnome, gnome-shell, gnome-session-fallback by apt
now i connect via vnc, it loads there is a desktop and a white bar that is supposed to be panel
i can right click and change background, i can open folders on desktop by nautilus
but thats all, i cant do anything because panel has no launcher
and it does NOT respond to rightclick

any ideas?

i thought about that but i realized it's ubuntu's issue
i have to configure panel somehow
