Using wvdial with non-root user

How do I use wvdial with non-root user?

wvdial for my root user is working but not for my normal users.
I want wvdial to work-on-demand by the normal users.

It says
Code:
Cannot open /dev/ttyS0: Device or resource busy

I tried to chmod 777 /dev/ttyS0 and /dev but still it does not work.
I also tried it on the files in /etc/ppp.
Seems that the problems lies with /dev/ttyS0.
Any ideas?

I'm using RHEL 4 here.

No it does not work. It does not matter, if my root can access the modem and not my non-root, it must be permission issue.

It seems that my non-root user is unable to get to /dev/ttyS0.
I did a chmod 777 to /dev/ttyS0.
ln -s to it, creating a link in my non-user home folder
Using the link with wvdial, alas, still does not work.
