Not really designed for PHP, but many people use it for that. Has a large following too.
I use it for php cos I mainly write c and dont want to install another ide just for php.
I don't really understand the question, mostly because I only know of IDE as the connection for most hard drives and such. When I code though, I use Bluefish, if that's any help.

An IDE stands for an integrated debgging envornment.
Kdevelope is a nice IDE. It has built in PHP plugins too so that you con get tab style compleating and highlighting. I love Kdevelope
