Suse 9.3 packages not installing

I can't install packages, whether it be on the CDs or a downloaded RPM, it always fails. Here is an example:

Installing powertweak-extra package from the installation CDs:

I'm confused. Any ideas on this?

I googled for the 'fatal region error' and found this page (http://www.internetguru.com.au/igblog-127.html ) which says

cd /var/lib/rpm
rm -f /var/lib/rpm/__db*

should fix the problem. mind you I never had this problem so I am not sure; use at your own risk. if you do you might want ot run

rpm --rebuilddb

to rebuild the DB.
