step-by-step guide to apply DTPC on vanet using ns-2.35

Can anyone here explain to me step-by-step on how to apply Dynamic Transmit Power Control on VANET using ns-2.35? Recenty i found this article (http://dekst.awardspace.com/research.../index_tpc.htm) , but somehow it didnt work for me.
I dont understand the usage of mesh-header.h and i cannot find it either on my ns folder. There is also tworayground.cc and wireless-phy.cc, but the script on that site is a bit different with mine. Right now im able to generate the static one but i dont know how to make it dynamic (adaptive). Thanks for Your help and thanks LQ forum
