rsync always transfers

If I run rsync using ssh mode to sync two ftp mirrors it always seems to tranfer some of the files even if I run rsync seconds apart and the files have not changed.

Is there certain types of files that rsync will always tranfer no matter what? Cause I don't want to waste my bandwidth for it to transfer files it already has.

I haven't seen that problem in my network but I wonder if it may be an issue with the times being to far off. Just a thought.

Well I don't know about the times on the server being off. The thing is it seems to realise that some files have not changed and says 100% if i get it to show progress, but for other files it does all or some of them over.

Does it check the last time the file was accessed cause some of them are constantly accessed cause they are being downloaded by about 250 people over anonymous ftp.
