RH9/Mysql DBD

I am trying to install the Mysql DBD (msql_mysql_modules-1_2219.tgz) on Red Hat 9. I have Mysql (4.0.13) working correctly and I have installed the DBI (1.37).
I untar the DBD and run perl Makefile.pl here are some errors that came up:

WARNING: CAPI in not a known parameter
WARNING: PL_FILEStake a has reference not a array reference.
Please inform author.
Warning : prerequisite Data::ShowTable 0 not found.
Note (probably harmless) No library found for -lmysqlclient
Note (probably harmless) No library found for -lgz
Note (probably harmless) No library found for -lgcc

Then when I run make
Makefile:83: *** missing seperator. Stop.

Line 83 of the Makefile just has 'sit'

Here's the kicker, I have this working with no problems on RedHat 8. Same files and make runs with no error.

Anyone have any ideas on this?
