how do I change hard to blocked ?

and how do I disable the built in mobile broadband card


Bluetooth_sw Bluetooth
soft blocked :yes
hard blocked :no

tpacpi_swan_sw wireless wan
soft blocked : yes
hard blocked : no

Perhaps you can disable in the BIOS?

if I change it to hard blocked does that mean I cannot turn it on via the software.
from my understanding the hard can't be changed via software. I'm on a lenovo thinkpad l series, I shall check on the bios settings, if I cannot do it via the bios . I'm wondering if there is perhaps another way.

Yes, if a device is hard-blocked, it is effectively powered down. Many laptops have a key or switch that does this job.

sometimes you can blacklist the kernel module.

This is from the rfkill *man page*

Code:
unblock id|type [...]
              Enable the corresponding device.  If the device is
              hard-blocked, for example via a hardware switch, it will
              remain unavailable though it is now soft-unblocked.
